Hyundai – not provided me complete document Still service

I purchased car on 30th Nov.They have not provided me complete document.Still service manual and final consolidate bill for payment is pending.for last 1 month they are just telling that they will give it.few days back they told that they have kept my service manual somewhere and not able to locate.

I m calling everyday and everytime they give me time to collect the documents and then they switch off their mobile or don’t pick my call.If i call from other number he picks call and then after knowing that its me,he disconnects the call.
