Bharti Airtel Ltd – staff tease and laugh/snigger

Respected Ma’am/Sir, I called up Airtel for DSL connection sometime around Oct 15, 2012. An Airtel representative named Mr. Zameer (phone number +91-9972-475-537) came to my place (address mentioned above) on Oct 17, 2012. Mr. Zameer asked me to pay for the DSL connection and promised me that he will ensure that the connection is given to me at my residence by Oct 19, 2012. He told me to pay the sum of INR 1400.00 for first month’s service up front. He filled up the forms for me. The form number was 584691. He collected my documents (photocopy of passport and photocopy of my rental agreement) and promised to get me the connection by Oct 19, 2012. When I did not receive the Airtel DSL connection even on Oct 24, 2012, I called up Mr. Zameer enquiring about the delay. First off he was abusive. Second he told me that there’s a technical problem so Airtel cannot provide the connection. When I asked him about my money, he said “go call the call center”. Then, he suggested that I should cancel the connection request. As per Mr. Zameer’s suggestion, I cancelled my connection request on Oct 24, 2012. The cancellation number as given by an Airtel call center representative was 23811440. I then applied for a BSNL DSL connection and got it within approximately 10+ days. Subsequently, I exchanged a lot of emails with Airtel (a pdf of some of them is enclosed underneath), but, Airtel has still not give me my money. Airtel continues to say that they can’t find my house now. Please note that I received a letter from Citibank at this same address right now as I was typing this complaint. I would request you to kindly investigate this matter urgently. I would greatly appreciate if you could help me get my money back from Airtel. I strongly believe in my government and I am sure my government will ensure that common citizens like me are not taken for a ride by multi-national, multi-billion-dollar corporate organizations like Airtel. I would also appreciate if Airtel employees do not call me and “tease” me by enquiring “sir, you still haven’t received the check, have you? (followed by laugh/snigger)”. Please help.
