BSNL Broadband Speed Giving 800Kbps instead of 16 MBPS

We had made an application for high speed 16 MBPS broadband connection in February 2012 which finally got installed in November 2012. Our virtual number is 29860029, gpon user id is cg3329860029@ftth.bsnl.in and Portal id is raw81720112012. We are on plan called FiBro Ltd Plan 16 – Speed of 16Mbps. To our shock, the speed is less than 1 Mbps against the promised 16 Mbps. We showed this to the BSNL representative and have tried the same using many websites and testing tools with the same result. The download speeds are considerably less than our other 1Mbps leased line. Your representative insists that “Those sites are slow”. But clearly, if we can download faster with our other 1Mbps connection, those sites cannot be slow – this is an issue with the BSNL connection only. The BSNL representative downloads a file from BSNL local server to show us the speed. However 16MbPS is supposed to be the INTERNET speed and not the speed between our office and BSNL local server. This is a clear case of fraud. BSNL is charging us Rs. 6999 per month for high speed service while giving us less than 1Mbps (their 2Mbps plan only costs Rs. 1500 per month)

We are unable to do our work at such low speed since we have many employees. This is causing major loss of productivity. Also, we are overpaying by almost 6000 Rs every month. This apart, we have waited for almost 9 months for the promised high speed connection.

We want BSNL to give us higher speed connection as promised. If that is not possible. BSNL must refund our initial deposit as well as all the money it has taken from us so far on account of this fraudulent transaction. Further we would like you to instruct BSNL to stop advertizing this fraudulent scheme and taking any more customers for the same. We also request you to award punitive damages.
