BSNL – Poor Speed since installation representative is not agree to refund my advance

I have opted the You Broadband Service on 3-Dec-13, the salesperson took advance of 3 months (Rs. 3478) by cheque. Since the very first day I am facing the speed issue. I am not getting more than 10KBps speed. My plan is of 1MBps. After complains the service engineer came and check, but the issue is unresolved. Got a call from You Braodband Office, and their representative said their is no refund policy since its a prepaid service, I have to use it for three months. But Broadband is not working most of the time.

I want You Broadband will return my refund (Rs.3478) as soon as possible and I want to discontinue this service.
