BSNL – Severe line quality issue never rectified

I had purchased BB Home Combo ULD 950 on Feb 2014 for a period of 1 year. According to the contract, I am supposed to get good quality telephone line, 4Mbps download speed (upto 8GB download). However, I have faced severe line quality issue – in terms of quality of the phone line as well as the broadband network (with frequent outages and having to reload webpages). This has severely impacted my work from home and caused great financial hardship. This is despite filing local complaints and the exchange staff knowing the exact problem (underground cable fault). They have never rectified it and are simply closing the issue.

BSNL should refund my entire amount (Rs. 10,450 + taxes) for poor quality service rendered. Further, hardship amount of Rs. 5L.
