huge delay in work completion of site work and basic ameneties(like water,power connection,sanitory work) target-August-2013 Actual-still pending

my house consutruction got delayed and still not able to occupy the house i am paying both EMI -Rs.45546 and Rent-Rs7500

penalty from the builder for delay in site work supply of water,sanitory line and electricity as per commitment
