Hello sir/ma’am, My name is Bhupinder SIngh, i sent a gift for my dad here from New zealand, which included a mobile phone along with its earphones and charger. the cost of the mobile phone was NZD 98 (receipt attached)however my friend who posted it on my behalf declared it worth of NZD 100 which was equivalent to INR 5030 upon arrival. Now for gifts worth upto Rs. 5000 there is no custom that can be charged but when my dad went to pick up the parcel he had to pay Rs.1844 when i asked them why we were charged they said the amount is custom charges and upon asking for a custom’s receipt they gave me their own receipts (attached with this message)moreover those receipts has no official customs stamps and they were not made on official customs papers instead they were made on DHL’s papers with their watermark on them. The complaints those i have with the DHL enterprises are as follows: 1) How can there be custom duty if there is 0% custom duty on the gifts worth of upto Rs. 5000. following link will take you to customs website proving this fact: http://www.cbec.gov.in/js-menu/imp-gifts.htm 2) If there was custom charged then why the DHL haven’t provided me with a receipt/proof that was actually issued by customs office. what the DHL given me as a proof for paid customs is actually a receipt made on their own paper without any official customs stamp on it and the custom charges are handwritten with a pen yet everything else is printed which can be done by anyone after obtaining the receipt. (receipt is attached) 3) And if customs office actually charged me on this item then they are the one’s to blame as it is against the law to charge duty on gifts valued upto Rs. 5000. 4) My parcel was opened before it reached to its destination but was resealed by DHL indicating that it might have been opened by DHL who i believe has no authority to open any packages. i believe if they think there is something illegal in the package only then it can be opened but only by custom department or by law enforcement but i didn’t saw any stamp on the package which could indicate that it was opened by customs or any law enforcement. (attached is an image of delivered package opened/resealed by DHL). so i think they broke the law by opening the package. 5) they charged the receiver handling fees of Rs. 350 which is ridiculous and can only happen in india because i have never seen any courier services charging the both sender and the receiver. i think they should be punished for committing such frauds with the people and should be charged with fines and/or their contract of services should be canceled and they must pay compensation to every proven individual they have looted so far.
