ebay – unhappy with the product non Receival of refund from an Seller

I had ordered a product from the seller in September 2013.I was unhappy with the received product, so i contacted the seller and asked what should i do, and also filed a refund claim with ebay.The seller told me to send the product back to him and i will get my refund.So I sent the product back.my claim was rejected by ebay, while i did not even have the product with me.I contacted the seller and he told me that the refund process is underway. But.But I received no money.I have since been contacting ebay and never received any satisfying reply.And finally today ebay customer support support told me that my money is with the seller only and they can’t do anything about it.Now i don’t even have the product and have even lost my money.

I just want what i have spent i.e.,a total amount of Rs. 1869, and would like a suitable action taken against the culprit.
