Ebay – Refund not processed left negative feedback

Hi – I had purchased a mobile cover from Ebay – Seller name Tango_Deal. The mobile cover was not fitting to my mobile as the product make was not perfect. I raised a request to get my refund back and return the cover. Ebay closed my ticket within 2 days by stating that they tried to contact me, but were unreachable. I never received any call from them. However, further they said me to contact the seller for getting the refund. I contacted the seller and they asked me the details (images) of my mobile cover front and back as well as mobile handset. After chasing them, they closed my ticket stating that they wont provide the refund as I had left negative feedback on ebay for them. This is really a silly reason to close the ticket – why cant a consumer write a negative feedback ? I want my refund back. Please help.
