Idea 3G netsetter Billed When Services Were Down

I purchased an Idea 3G netsetter from Idea executive at my company(Wipro Ltd) on 14th Nov which got activated on 16th nov’12. But due to a technical problem I was not able to connect to internet. A technical complaint was logged and got resolved around 30th of november. They charged me for the whole month(but didnt send a bill). Then my connection was disconnected. On asking they informed me that I hadnt paid my bill. After getting the details of bill I was reluctant to pay the whole month bill for which they forwarded a waiver request of 125/- which got approved in next 14 days – they were adamant to charge me for the whole month again so I requested for disconnection(thrice through customer care and retention team). This request was never recored. Now they keep sending me e-bills which never get opened with the intended password. Please help.

The first bill was supposed to be on prorata basis i.e. for 3 days(Rs 25 + ST). Then they had no rights to keep my connection disconnected for 14 days waiting for the waiver to be approved. They sent me a bill of 753. Now its outstanding at Rs. 953. I’m ready to pay the first month bill. And demand that they refund 1100/- of the device as its of no use as it can’t use any other sim. TOTAL LOSS: 1100 +900 = 2000/- approx.
