Kaunsa.com – Money not being refunded

I had ordered a Sony Xperia ZL from www.kaunsa.com on the 18th of FEB 2013, after making an online payment of INR 29,499/- via VISA Bill Pay to kaunsa.com The product details said the delivery date is expected to be 21 days. Its been more than 21 days now. I had called them on their customer care number +91 120 4835000 (its a Noida, Ghaziabad number) on the 9th of March 2013. They said I’ll get the mobile phone by Tuesday or Wednesday as the vendor is out of stock. The person also said that he’d send the the tracking details by the next day. I called them up on the 11th as there was no call or mail from them. I explained the situation and they said I should expect delivery by Wednesday or Thursday and that the product has been dispatched from the vendor and that they shall be sending the tracking details by E-mail by Wednesday evening. I called them up in the first half of Thursday and the person said I should receive it by Saturday. I got angry and demanded an explanation, when he couldn’t answer, I told him I’d like to cancel the phone. I asked him whether they plan to deliver or not. He now said it’ll take at least 10 days as the product isn’t officially launched and that there are 2 pieces available with the vendor but they are faulty (I bet these were some lame excuses to buy his way out of the situation). He said you’d have to send a mail and that his seniors would reply. I called them again and they wouldn’t answer my phone now. They have answered the phone twice in ten months since February and only promised to refund the money but thereafter they don’t act any further than making promises.

I’d request the Government. to help me get my money back and stop such fraudulent sites from duping other people. Moreover I’d want the product or a similar product of a lesser price as relief from the grievance caused.
