landline is dead from last 21/2 months

Dear Sir,
This is regading the landline-23516277.
From last April 2008, we are paying the bill, the landline is almost dead all the time. several times we complaint about the land line, the technician will come and fix it next one week again the problem will raise.
we cannot under stand why the technicians cannot rectified the problem properly?
once the wind comes again this will be disconnected. i have to pay the rent and i can’t use this equipment then what is the use for to keep this kind of gadgets.
if they cannot sort out the problem, then you can disconnect the systems.
why should i simply waste my money.
We have booked the complaint last june 2009, throgh the phone (23512198)with locket no:0385, till now the locket no is same. Nobody turned up..
Later we went and met personally, Ms.Janaki-9449854093. Only the benefit is she changed the complaint locket no: to 1114..on 3rd August..till now the phone is not ready.. Only thing we can expect from the bsnl is the bill. They won’t bother whether the system is working or not. I really donot know on what basis, they prepare the bill. Now, It is time to get the bill with the no: of calls made, and the rent…. Without making the calls, why we have to pay the bills.

If the bill is not paid in time, they know to disconnect the line. But when it is not working.. nobody is bothered to correct it.
Where we have go and complaint? WHo is the right person? If you cann’t do it please disconnet the the line and pay us the deposit.
