Maharashtra Discom not Fixing Faulty Meter

I got an electric connection into my dad name with consumer no.410014 230631 and every year in the month of may i get a fixed bill of rs.10000/- even though my consumption has changed drastically. before 2 years i was using a 1.5 ton ac regularly, 3 big coolers, 7 fans and other basic equipment, my father expired in 2014 after which we suffered drastic financial losses so we limited our consumption to 1 cooler and 2 fans in summers into which my mother runs a boutique close to my home and the whole day no one is at home and we are just 3 member family now so we sleep in one single room using minimum equipment still i am getting the same bill as early.

My family consist of 4 people me, my mother, my grand mother and a small sister who is not in nagpur for her studies, even i am a student and we are struggling a lot to run our house and without any fault getting so much of electric bill, for the past 2 years, they are not taking up my complaint seriously and refused to even register my complain which is causing us a lot mental torture.
