My Telephone is dead for over 3 months

I have landline BSNL connection -27073363-OU Exchange.
I registered a complaint with BSNL that my telephone was dead nearly three months ago. I personally contacted OU Exchange and BSNL office at Tarnaka.
Though telephone staff come occassionally to check the service is not restored.
I am getting bill for a service not rendered.
Now when I book a compalint again the message is there is no such telephone.
May I expect a line of reply towards redressal or I have the only option of approaching for surrender and cancellation.
During my 19 years of association with BSNL I never came across this type of situation.
