Reliance GSM Mobile Poor Network Problem

I had logged a complaint regarding poor network on 22/11/2014 with complaint number 227003852, which was not treated and i got a message from the company about resolved the complaint, but in actual it was not. Then again on 9/12/2014 I logged the same complaint with complain number 227763563,which exceeded 6 days but not yet resolved. Why should I pay my bill when am not able to use the services properly. And the customer care executives always reply to wait for the process to be resolved.

I dont want any economic considerations or help, i just want to ise the network properly if it is possible den do so, else compensate my reliance bill or my loss.
