Tata Indicom – Network issue poor service

Hi Team , I got Tata Docomo sim card from tata docomo stores on 8th of october by paying deposit of 500 RS on advice of store in charge. but i have not got the serivce activated till date i.e 18-10-2013. I have called customer care 23 times and raised may SR REF#384348623 yet there is not resolution

This number was on visting cards and website. this has impact on business

refund of deposit or activation of service with apology letter
