Vodafone – safe custody put a bill for non use

My line 9819489181 which is post paid, I use it during my vacation for one month a year and rest of the period I put it in safe custody with Vodafone safe custody service. they are very prompt in releasing of the line from safe custody, but they become non cooperative when I apply for safe custody delaying the matter for weeks or even months and put a bill for non use of all those delayed period. I have asked them finally for the discontinuation of the service, but there too the delaying tactic is on going.

I am loosing money for all the unused time.
