You Telecom Failed to Provide Connections

In September 2014 I applied for internet from You broadband and gave a cheque for Rs 3600 to Dinesh. Unfortunately. after several attempts due to some technical problems they failed provide any connections to me. Therafter Dinesh promised to return my cheque. In October my cheque was encashed and I noticed that in my bank account in December 2014. When I contacted Dinesh he promised me to give me my refund within a week. Whenever I contacted him he promised me the sam that he would return it very soon. Probably, if I would not have noticed this in my bank account You broadband would have never thought of this refund. My question is that why these kind of service providers are cheating the customers. WHy is not authority taking any action for each customer complaint?

The service provider must be penalized monetarily in addition to my refund with interest. Without penalizing the service provider this kind of cheating will never stop.
