Excess billing by BEST

Dear Sirs,

I have a flat in Mumbai which is unoccupied most of the times. For several months I have been receiving bills in the range of Rs.10-20 which I have paid on time. In October 2009 I received a bill for Rs.3757.00 after which I sent a mail to the concerned authorities for correction. It has been over 3 months now and despite several reminders and correspondences my issue has not been addressed. I am attaching below all the correspondences made for your kind reference and hope that suitable action will be taken to address my grieveance.
