IRCTC – refund of amount

Please refund my amount for PNR no.4154887106, DOJ 04-11-2013, TRAIN NO:18048 FROM: BZA TO: CHE as the train cancelled, but still im not received my refund and im unable to file TDR within 3 hours,due to already i started journey one day before from newdelhi. My question is if service was not provided, then why they are waiting for customer to file TDR.

1. I want to refund money. 2. It should be benefical to everyone, i.e., if train was cancelled, then automatically refund amount should come in customer account (if booked through IRCTC).
