Dear Sir, Today I went to this shop and asked if I can take a printout of a particular website that I need. The person manning the space said yes. He showed me a computer – I opened the website and gave the print command (the whole operation would not have taken more than 1/2 minutes). The attendant asked me to pay Rs 20/-. I requested him to be reasonable. He said the shop charges Rs 5/- for printout and it is clearly mentioned. I told him I have no issues with the printout charges (especially because it is also clearly mentioned), but my concern is with the internet charges. Charging Rs 15/- for a minute or so is high. I took out a Rs10/- note and asked him if it will be enough. In the meanwhile, “the boss” of this attendant comes forward aggressively and tells me rudely to pay up. I tried to reason with him that charging hourly rate for a couple of minutes is probably not fair. He started shouting at me. He even closed the door and threatened that I cannot leave without paying. I told him that I am not running away, but he maintained his aggressive posture. Then I asked him where is the internet charges mentioned. He did not have any answer. I asked him if I do not take the printout, is it okay — he again threatened me that he will not let me go out. I finally asked him to give me a receipt, which he did (but that receipt book itself looked like a sham — no carbon copy to keep records). But he would not write details and breakup of the charges (the receipt is attached). I told him that he cannot do this to a government servant. He said “he does not care” even if the CM comes down!! Can something be done?
a) He should apologize unconditionally. b) A token penalty of Rs 1000/- for the mental agony.
