IRCTC Refund Not Given on Late Train Ticket Cancellation

This is regarding the TDR filed against PNR no. 2826789995 which has been regretted. The reason for filing the PNR was that the train ran late by 4 hours and the journey was not performed due to this. The actual departure of the train was 6:45 am and the train started its journey at 10:45 am. The TDR request for this train was made at 9:50 am which is well beyond the 3 hours limit and and well before the departure of train.

I have attached the screenshots of my PC when the TDR was filed at 9:50 am on 19th December and screenshots of the indianrail site which shows that the train was late by 4 hours on that day. According to the refund rules I am entitled for a full refund for this ticket.

I request you to take necessary action or else I will have to take this request to the consumer court.
