Aavin butter – Selling more than MRP bill not given

I got an aavin butter, The actual price of that is Rs.130/-. But the retailer placed a sticker on that for Rs.160/- and demands that its the price fixed by the govt. When I demanded bill he is not ready to produce it and rather he states “give the product back if you want bill”.

How can someone place a sticker of some MRP and sell it to the consumer. I want the dept to initiate legal action against the person. And also to place a placard with the details on rates of each product.
