Airtel – being billed without usage

i had a broad band connection with airtel in gurgaon, with a monthly cycle from 09th to 10th. in june i shifted to a new location not far from my previous location, and asked for a relocation. at that time there was an outstanding of around Rs. 3600.00. i called airtel cutomer care to equest for relocation on 09-06-2013, to which the CCE told me that as there is outstanding on my account, the connection cannot be transferred, to which i then immediately paid Rs. 3000.00. post which the CCE (details can be provided about the online payment if required), informed me that the connection cannot be transferred as its out of airtel’s service zone. i was furious, as being without a connection was disastrous for me personally and professionally and asked the CCE for an alternative, to which he said that he will get back to me. after 3 hours on the same day i again got a call telling me that the connection cannot be transferred. to which i said ok, then cancel it. to which the CCE said the revised bill will reflect in your next payment cycle. thats the end of discussion on this, until they called me in aug after the monthly cycle, asking me to pay an outstanding amount of around Rs. 5000.00. obviously i was taken aback, as i was expecting a pro-rata invoice, only for the period i had used the connection in a bill cycle. i wasnt going to pay what i dint use. they called couple of times in between asking me to pay, and i kept requesting for the revised bill, and i will pay, this went on for some time, until 14th of august, when i wrote to them on their website, and thats when they took the formal request for termination of connection, how absurd. i kept on insisting that i havent used the srvices post 09-06-2013, and i wont pay a penny for the period after that, and that they send me a revised bill. recently i received a threatening mail that they will take legal action against me. i seriously do not have time and energy to attend to such blatant and false accusations. i wish to report this to the consumer forum, and am willing to attend any discussion of conversation on the same.

i have requested and have been promised by the CCE that i shall be provided with the revised bill, after making the deductions of the charges for the period which wasnt used by me.
