Airtel Broadband Adjusting Outstanding of Previous Tennant

I had requested for Airtel broadband at airtel site. But nobody contacted me for many days. Then i submitted the request for broadband through some Airtel outlet.
The sales person filled the form and received the cheque from me. But 2 days after that, when Airtel people came to my place and installed the broadband, they took everything with them because of unknown reason.
Later when i called them several times i came to know that there was some outstanind towards the person who was residing at my flat before me. Because of that Airtel was unable to issue me broadband. Then one executive came to my place to verify my rent agreement and he found it OK. Still Airtel people didnt issue me the connection. I have two points to make
(1) If someone else had not paid the money to Airtel, how can they blame me for that by not giving me connection inspite of checking my flat lease agreement and my identity?
(2) Airtel didnt install the broadband at my place but the money has been dedudcted from my account.

I am completely helpless at this behaviour of Airtel people.
