I have bought a flat (no. D4/13) in a group housing society named Aravali Heights in Sector-24, Dharuheda, Haryana developed by Dwarkadhis Projects Pvt. Ltd. While the project had not completed fully with the promised facilities like parking, club, it sent me a letter for registration on 25/03/2013. Eeven the project was delayed I had to register my flat after persisting request from the builder. I registered in the mid of January, 2014. However, I have not been allotted any parking plot yet as the parking is not yet ready although the registry papers mention my entitlement for a parking plot. Secondly, till 31/03/2014, I dent get my possession letter. On 31st march, when I requested for my possession letter, I have been given a letter of possession but with a request that the flat has been under reparation due to some damages. I was told that I would be handed over the complete house within the next 15 days i.e by 15th April, but till today (14th May, 2014) I haven’t occupied my house yet. Thirdly, I have been receiving a message since the 1st of May to pay the maintenance & electricity bill of rupees 19079.00 which I dont find correct. While the operation of parking and club is yet to be commissioned, and I haven’t been delivered my flat yet, how can the builder charge me the maintenance and electricity charge. Through this letter I raise alarm of fraud by Dwarkadhish and request the Consumer court, GoI to resolve my problem
