BillDesk Unable to Process Kotak NetCards for BSNL Bill Payments

BSNL Portal has tied up with BillDesk Payment for Online Bill Payments of BSNL Mobile. With the recent breach of Cards at various Card Processing databases, Kotak has sent a warning to use NetCards to be safe online. in line with the recommendation, generated a NetCard which is VISA and tried using it to pay BSNL Mobile Bill but it neither generates error nor approves the transaction. Just takes to the screen Not Paid. and in BSNL Portal it is showing as Pending.

The following Screenshot shows it is pending at BSNL end and as you can see I have tried thrice but in vain.

It didn’t even let me take to the screen where I could enter the Verified by Visa Password as 2nd level of authentication mandated by the RBI.

BillDesk neither gives any Phone Number nor e-mail address to contact them. I called BSNL and as usual they asked me to contact the Credit Card company and the customer care executive didn’t even have the reference number that I had on Portal. The credit card company told that they have not received any request for the amount and they are right as they refelect the Kotak NetCard as unused.

I request BillDesk to give a Phone Number to Inquire about Transactions or are they that bad that their number will get pounded by calls and messages that they’ll be unable to handle and take customers for a ride ?
