BSNL Broadband not working bill Issued

My BSNL landline / broadband is not working since 15 Jan 2014. All bills were paid till Jan 2014. Inspite of n no. of complaints & requests, no action is taken. Now a bill of ? 3499 is shown due, how it can be when the phone is dead since last one year. Request you to do the needful to wave off the in-correct bill & make my phone operational, soonest possible.

I want in-correct / wrong bill to be waved off & my phone / broadband to become operational, soonest possible. Also person responsible for all this delay be warned. Actually department is not at all interested in resolving the issue, everyone is interested in passing the bug.
