BSNL charged improperly and rechare not done even though paid online

Last time i recharged for BSNL suvarna karnataka mitra..paying Rs 100. i try to send sms but not a single one goes thro.so i try to contact bsnl customer care and they have a recorded message press one number for this ,then continue to press a second no. fr customer service.but no one talks but i am charged Rs 40 .for absolutely nothing.later even though i recharge again for Rs 55 online as my validity will expire on 27 /11/2013.and sadly i cannot go out due to health conditions.the strange part is that i got a message that the recharge has been done successfully online.but today i get a sms fr BX-INBSNL saying that my account will be disabled on 27.11.2013.

Please help and also the Government organization must not take people for ride.
