BSNL – delay in shifting the phone no proper response by care centre

On 13Dec2013, I applied for shifting of landline to new residence within same complex. 2 days later lineman inspected and demanded Rs500 to buy cable as he claimed dept was not having any which I refused. Thereafter, despite repeated letters and phone calls,no action has taken place. Finally a letter dated 27.02.14 was received. Unofficially, I came to know that new connections to the offices within the same complex have been delayed because of the shortage of cable but my residence, which is one of a block of 4 residences, is not a newly constructed building and previous occupants had BSNL connections so where is the necessity of new cable?

I want my landline to be connected at the earliest. Also some action to be taken against the lineman. It is learnt that when my representative had approached him about the same , he coolly brushed it off saying I had complained against him.
