1. I, Ganesh Kumar Aranya, I was consumer of telephone no. 262260. I was taken connection in 9 Dec. 2002. But from 2004 my telephone line was disturbed due to technical problem. I was complained to correct this problem by application dated 26-06-2004 and 02-09-2005 to J.T.O. Gomia. But they did not take any action. 2. I was not satisfied and due to improper and irregular service I applied for disconnection vide registered letter dated 26-11-2007 to G.M. BSNL, Dhanbad, and copy send to AO (TR) Bokaro and SDO Gomia. But they refuse to disconnect my service on that time. After one year BSNL disconnect my service and send me new bill of Rs. 36029 and start forcing me to pay immediately. 3. But As per Telecom Regulatory Authority of India direction published in Gazette of India Extraordinary Part III Sec-4 Notification New Delhi 4th May 2007. Telecom Consumer Protection and Redressal of Grievance Regulation 2007 (3 of 2007) File No 303-10/2006- Qos page no 29 mentioned that if any consumer made a request for termination (closure ) of service, the service provider shall terminate the connection within 24 hours . They cannot charge rental or any other charges beyond the period of 7 days of request for closure made by the customer. Further, fresh bill shall be raised only after adjustment of security deposit. The closure/termination of service shall not be made conditional upon payment of dues/bill/settlement of dispute. Same direction repeated by TRAI notification on dated 29th Aug 2006 for all basic service provider. Now a day BSNL forcing and legally sending notice to deposit amount immediately this is wrong and not as per TRAI guideline.
I want that BSNL send me fresh bill. That is bill before application of disconnection submitted.
