BSNL – internet device stopped working poor response

i am writing for my friend’s internet device. the same had stopped working atleast two years back. but the billing is continuing unabated. the same matter was complained many times personally at bsnl office. each time they sent back telling it will be alright in few days which never happened. we tried calling ofice but there is poor response from them. also the customer care website of Bsnl asks for frivolous data like customer no., account no etc in their website which makes it USER UNFRIENDLY. only the bill payment is made userfriendly and does not need all these data.

refund of all the paid bills for which service is not made and stoppage of further billing till service is restored.
