BSNL Internet – few seconds and then automatically disconnects

i have recently taken bsnl broadband connection at my home.. But internet connects for few seconds and then automatically disconnects.. I have already complaint it many times on bsnl complaint service. Exchange people told me that its a line problem and they said they are rectifying it.. But 15 days after complaining the problem still persists….. Can I get a refund on the installation charges which I paid initially. My BSNL Broadband Number: 0251-2426667 Customer account number: 1013121938

I want the money back of 2500 Rs of Installation charges which I paid initially.
