BSNL – No Proper Service

I was given a V.D.S.L connection by B.S.N.L in the month of august and they promised me the speed of 16 mbps. But as promised they were not able to provide me with that speed and finally after the week they told me that there are some technical issues and i can take refund of my money. So i gave a return application to General Manager for my refund of the deposit. As i had to come back to united states i did not wait for my refund. But now after 3 months of my application i had not received any check for my refund instead they are asking me to pay around 6000 rs/- for last 3 months bill. Now this is actually fraud once the return application has been given by the consumer to close the services and process the refund why it is still showing active connection. I need solution to this.

I want b.s.n.l to refund me my money as well as to cover the financial damages caused by them.
