I have recharged a Special tariff voucher worth Rs.344/- in my number 9477398727 from the online BSNL portal Recharge date : 1/03/20214 txn id: 66671426830. But when I tried to use it the STV was not working. Then as I called customer care they informed me that it will not work when the mobile is in roaming. But this information is nowhere notified. I asked them for a refund or convert the voucher to talktime topup as the voucher is not even activated. But they refused.

I want the amount to be refunded back.
