Govt office purchase over MRP

Dear Sir,
I write to bring your notice that the tender process is going on at office of the deputy director survey & map publication Orissa cuttack for purchase of 5 number of DGPS & 5number of ETS. The date of publication of tender by I & Pr dept is 7/01/2012 & opening of tender date is 12/01/2012. They have fixed only 6 days for a global tender from which, 1 day is Sunday but as per the notification they write their tender papers sells from 4th January at their office. Besides that they have permitted to call the tender on 6/12/2012 as the process is denied by I & PR dept due to the election code of conduct.
When you will enter in the tender paper you can see they have already selected the vendor from whom they will purchase the aforesaid instrument, some lines printed on it that disqualifies the other vendors to participate in the process except the decided vendor. They have maintained the following criteria
1-Bidder have supplied DGPS, ETS in the Govt Dept in the state of ODISHA within a time limit of 3 to 4 years from the date of opening of bid whose single net order value needs to be more than Rs50 lakhs.
2-Bidder should have their own Govt registered office in Bhubaneswar
3-Bidder should have a turnover of 50 corers & above
4-Bidder should have a sales tax registration in the state of ODISHA.
The above criteria’s only having with one company That is AIMIL LTD who deals with Tremble survey instruments with the partnership of SPARC . & he already purchases 3 set of supporting tender papers to qualify the process with a high price. It may be noted that the SPARC is the specification provider of the instruments for the office deputy director survey & map publication along with channel partner of AIMIL ltd. It is a global tender so every Indian firm has rights to participate in this process but why ODISHA GOVT fixed it to purchase the swarajya (BHUBANESWAR) brand. It should be modified in the para of sale tax law that a company has required to set up his registered office before he sales his product in the state other than where his own registered office is belongs.
I do not understand how the criteria’s have been fixed and why the paper sold at the office on 9/12/2012 evening? You must understand it. it is going to be a scam. The Deputy Director is a very good player on it. The pre decided vendor is going to deal with 2 corers, which is the budgetary provision for this tender.
Please stop that tender process & communicate it with all India participants again by omitting the above criteria’s if the state wants to find very good qualitative instruments in low cost. Recently an anther tender was over in this office but since order has not been supplied to the vendors except Graphic art film which goes in a very high price than MRP. The supplier supplies the products by dragging the MRP. The supplier is the adopted son of the DEPUTY DIRECTOR & he has every right to do anything at that office. He is only 4th standard only knows his signature but all maintenance work is his look out having no engineering firm/license/Imphastructure etc. Lakhs of bills passed in his firm name without any work of machinaries.
The deputy director Mr B.B.Jagdev sitting there since 8 years and looking forward to the tender process & personal claims of the employees to extract. You cannot imagine if you know that he has not transferred any other district except Cuttack & BBSR since his service carrier. Recently an anther tender process was over on 2011 in which the officer has purchases Fuji film from a local party having no Govt supply permission at 3 fold high than the MRP. The supplier has supplies the material by dragging the MRP over it. The total order was 200 rolls @ Rs13800/- each roll excluding VAT where as the MRP of the rolls are Rs8230/- each excluding VAT. They also not deposited the VAT amount with sale tax dept. So please help to make a inquiry on it.
