Grievance not attended by owner

Dear Sir,
I had given three dresses to stitch in ‘BODYFIT TAILORS’ at the Pazhavangadi shop in Trivandrum on the 3rd of October 2009. I was told by them that i will get it stitched only after a month. Therefore i was ready to pay the express charges so that i could get my dress on the 21st of October. I also paid the entire charges of Rs.1050/- in advance including the express charges. I was also asked by the shop to remind them two days prior so that they dont miss the delivery. As said i reminded them on the 16th to keep the dresses ready on the said date. I also requested them to pls give it to me on the 19th of Oct instead of 21st since i wouldn’t be available on the 21st in town. They agreed to deliver the same by 6pm on 19th. But when i called them on the 19th by 7:30 pm to confirm before going to the shop i was told that it was not ready. The same case i have faced before also several times but have never complained. Since their stitching was better i still kept giving my materials for stitching there itself.
My major complaint is that when i wanted to speak to the concerned person in the shop to make a complaint and to demand for my refund, the phone was not handed over to the concerned person. And when finally the said manager(i doubt) attended the call, I confidently asked for the owner on line or owners contact number since i have been seeing the owner for many years in the shop. But i was declined that they did not have the owners number. Meanwhile they banged the phone twice and i had to make a total of three calls. My grievance was not attended by anyone and moreover the people who picked the phone also spoke very very rashly to me. In every shop there will be a grievance section but i was shocked that no one gave me the owners number inspite of requesting them several times and also calling their other shop at Eastfort, Trivandrum. Action needs to be taken for such untimely delivery & following rash behavior of the staff and also not allowing the customer to complain the higher authority of the shop which has now forced me to approach & complain directly to u.
Kindly urgently verify. Please make a mock call similarly and verify for a getting a shock urself that there is no concerned persons to attend to ur complain.
What can we do in such cases. Feel like filing a case with the police. Is there any other way where they can been given a warning to behave better with the clients (atleast to regular clients).
Where do we go.
Even after making all the payment this is my state. When i told the guy that i have even made the full payment, he informed me that i was not the only person to make the payment and that everyone makes the payment in advance.
My order consignment no. with the shop is 23504 on 03/10/09. Shop contact no. is 0471-2468490??
