I purchased a flat in April 2010 and paid the transfer fees then. The secretary then even gave in writing a letter to my bank about the transfer to be initiated immediately after the sale. But till date the transfer is pending. For 1 year there has been no managing committee in the society and the ex-secretary refuses to hand over the authority to anyone and has all the access to important documents etc.
