I had booked a e-ticket for my father in train no. 15657 Kanchenjunga Express for journey on 22 september 2013 in AC 3 tier from Sealdah to Guwahati (PNR-6619450725). The train was announced to be late by 5 hrs and 25 mins at the originating station Sealdah.My father did not undertake the journey. I filed a TDR immediately on irctc webiste on 22/09/2013 around 7 am, very much before the actual departure of Kanchenjunga Express which departed from Sealdah Junction at 12 noon. So as per the rule, full refund was permissible as the train was late by more than 3 hrs w.r.t. the scheduled departure(i.e.6:35 am ).But IRCTC sent me an email on 17 October 2013 stating that the refund is not admissible.I again sent a request for refund to them but till this date there has been no response from their side.
I just want the full refund of Rs.1360/- as per the rules to be credited back to my bank account
