IRCTC – TDR Refund poor service

Dear Sir, I had booked an online railway ticket from Bhubaneswar to Pune on 30 July 2013 for 4 passengers in III AC. The Date of Journey was 12 July 2013 and PNR Number for this ticket was 6121117215. During the time of booking all 4 seats were on waiting list. On the journey date itself, after prepartion of the chart, I got the update that only one of the 4 passengers from the same ticket had got RAC and others were still on the wait list status. Immediately I requested to cancel the ticket and make the necessary refund to my account. As one cannot travel with a ticket in WL status in an AC compartment, and we couldnt have acomodated 4 of us in 1 RAC status seat which is also an offense, none of us could travel. Thereafter, I received an email update on 23 July from irctc that says the following – “With Reference to your PNR No:6121117215, we regret to inform you that refund is not admissible as informed by Railways through their letter no : CCR190713V29728 and the reason being : ‘Failed to collect TDR/TTE Certificate/GC’ ”

Kindly help me towards getting my necessary refund of money.
