IRCTC – wrong product sold I want my money back

Sir/Madame, I had purchased 5 cushion+cup sets from IRCTC shopping portal and instead of cushion (order no. IRSP5339457), they had sent me the cushion covers. When I wrote to them with the photos of the items, they advised me to return the articles by courier to them and to create an e-wallet account on IRCTC and they would refund my money on that account which requires service charge and which is non-encashable, means, I have to further purchase items from them who tries to cheat a bonafide customer like me who had paid full money in advance. Furthermore, if the courier co. loses or breaks those items on returning, the responsibilities will be mine. Sir, if I obey their advise, and they refund my money to e-wallet (which I don’t want to create), I have again to buy things with it. Then where is the guarantee that such thing will not happen again? And again I will have to spend on courier services, e-wallet charges and again buying things from them? These things should keep on going that way. Do not I have any forum who could take me out of this fraud and give me my money back?

I want my money back with compensation, if applicable, along with their apologize. Because I had even wrote them that I did not want my money, instead they would send me the right items, but they did not reply to this mail, and insisted on creating the e-wallet account and get refund there which is non-encashable. It might be their return policy, but why should I obey to it when the case is of fraudulence, because I am not asking for the refund with an excuse that I don’t like the items or due to the delay or something which is addressable?
