MTNL – Harassment Non installation of booked High Speed Broadband connection.

I have booked High Speed Broadband connection from MTNL Najafgarh Sanchar haat vide CA No. 2053379427 dtd. 11.09.2013 and OB No. 1168 dtd. 11.09.2013. I have paid Rs. 1637/- in cash for applying this connection. Before applying this connection I have confirmed from the area lineman Mr. Naresh whether MTNL services is available and pair in DP is free, that time he told the availability thereafter next day I have applied for the connection. After applying my connection when I contacted the lineman on 12.09.2013, he told that DP is faulty and he lodged the complaint for replacement. After waiting for a week when I again contacted the lineman he told the same thing and asked me to talk SDO Najafgarh. After lot of times calling to SDO office I able to talk about my connection he told that problem is with DP and he cannot tell how much time it take for repair, when I told that I have applied connection he replied that you have not asked me before applying and he banged the phone. I visited the Najafgarh SDO office on 24.09.2013 at 10:15 A. M., no one was available in the SDO office when I enquired staff they told the they are not interested to give any new connection this will increase there maintenance work and there is shortage of staff. You go and cancel your booking. When I not move out of their office then they told you meet Mr. Chopra after 11 A. M. he comes to office or you meet S.D.O. who comes office after 10:30 A.M. I waited their and met S.D.O.. He blankly told me to go and applying for cancellation of booking and repeated that I have not asked him before booking. When I asked you told me that D.P. is faulty and repair complaint you have lodged. When even after his misbehave language I have not moved out of his office and asked him to show me the complaint he made for repair of D.P. . He told me to talk to S.D. about this who was sitting in front of him; he told that he has not made any complaint for repair of Faulty D.P.. When I requested him to do something then he wrote one letter to D.E. about the repair of faulty D.P.. When S. D. was writing faulty D.P. complaint letter the S.D.O. shouted on S.D. that what are you doing even If D.P. repaired do you have cable to give him the connection. When I intervened he told me go and talk to AGM or GM that we are not installing you connection. Then I contacted Mr. Chopra over his mobile and told my grievances and message him detail and after talking him many times he replied that cable is cut and it will that 1 to 2 months for repair and he cannot do anything. Then wrote email to GM MTNL and spoke him over phone several times but he simply forward my complaint to DE Najafgarh and Area manager Dwarka. He asked me to speak area manager but after calling several times he always took my information but do nothing I have sent many reminder emails and SMS over their mobile several times(Atleast 5 to 6 reminders to all senior MTNL officers) but they did not do anything and replied talk to GM or canc

I want that my connection should be restored/installed immediately. MTNL should pay my and family mobile bill for abroad and STD calls payment. Compensation of penal interest on booking amount money.
