MTNL Mumbai,MTNL Mumbai never provided new connection

I Bikram Singh had a filed an application on the 28-02-2013 for the MTNL new telephone connection via the receipt number 10448, provisionary Tele number:24043369 and a deposit of Rs.1000.00 for my accomodation at the address: Flat-002, L-11A, Siddhivinayak CHSL, Pratiksha Nagar,Sion(E)-400022,Mumbai. After a week I had met the person in charge at the MTNL Sion Exchange and he told me that new connection will not be possible immediately and it will take some more time due to some technical glitch on their side. A letter (Form DSS-55) was received from them citing the same reason around the 12-03-2013 (W.O. No.1913). After that many attempts were made through different channels to find out more info but the reply was always that the person in charge in not available or the work will be done in 4-5 days time which of course never happened. Finally after 4-5 months of chasing the MTNL staff/management I surrendered my application on the 11-07-2013 and asked for a refund of Rs. 1000.00 taken as deposit initially. To this the reply was that it will take another 2-3 months for the refund. This is completely unacceptable as I have been harassed a lot already for a basic telephone connection. I have all the photocopies of the documents.

I would like that the deposit of Rs.1000.00 is immediately handed over to me in cash as I had paid in cash plus the interest for the duration it is kept with MTNL along with the MTNL’s managment’s apology letter and assurance that their staff will never repeat this with anyone else. They should also pay for the harassment and the mental/physical agonies I have faced due to their act as a customer.
