MTS – device there was absolutely no signal Fraudulent Authorized Outlet

MTS Connection: 8182946xxx At an authorized MTS outlet I was offered a connection and promised that if there is no proper network at my residence or if the speed is too low, I can return the device with a week. So I bought the connection 8182946505 on 03/09/2013. After the device was activated I found that there was absolutely no signal when I tried to use the device inside my house. Even in some location in the house where there was signal the speed was very bad. I took the device back to the shop to after 3 days and returned the device but retained the bill. I was then told that the refund money will be directly sent to my address. Later, the same day the shop keepers telephoned me and told asked me to keep the device with me while a technician from MTS comes to my residence to check/verify the signal problem. I collected the device back from the shop. After a few day I got a call from a technician who want to confirm my house address. The technician never came. Another technician called after a two days but again did not turn up. I was fed up of this and I returned the device to the shop once again. The shop keepers received the device and said the connection will be terminated and my money will be returned within 45 days. When I did not receive the refund even after 45 day they asked me to have patience for a few more days. When I checked at the shop after the 2 months, the shop keepers were different and the new shop keepers told me that the ownership of the shop had changed. They again told me to wait until they confirmed. I started getting bill, this time when I complained the new shop keeper says I have to pay the bill because my connection is still active. I tried to call the customer care several times but every time that I called the IVR asked me to enter the MTS connection number. Even though I entered the correct number, it always said the number was invalid. I strongly believe this is fraud and I’ve had to go through all this harassment due to disorganization in how MTS conducts its business. I did exactly what individuals at MTS outlet told me to do. MTS representatives were acting on behalf of MTS. The outlet took the MTS dongle device I was supposed to have and has still not returned the money that they said I will receive in 45 days. If the sales representatives were lying and committing fraud, are MTS liable? First of all, I was made to pay for something that I was not given (the outlet made me to return the device along with the free pen-drive that it came with) and then now I’m also expected to pay the bill for the service that I never used. I visited the outlet several time asking them why my connection was still active. They kept telling me to have patience and wait. I had given the customer care the complete details of the outlet with phone number and also the original complaint number. I have been calling the customer care several times and every time I get some vague answer that somebody else

I want to refund that I was promised and I won’t be paying the bills for service that was never made available to me.
