No action for de-activation of 3G services from cell no. 94163-92161

I am using a BSNL prepaid since long time. A month before a call from local BSNL office asks me to convert my GSM services to 3G service. I accepted for the same. Now after opting for 3G, there is no 3G network in Panipat refinery township. the internet facility of my mobile GSM is not working. prepaid Mobile recharges are not accepted by my sim card as it shows an error when vendor recharges my mobile no. I made about 15-20 calls to customer care and followed the instructions for de-activation of 3G but the call centre representative says that u dial again and again go into 3G menu. After repeated attempts i am failed to get a proper response from such a big and national level company. I also wrote e-mails to some high level (GM and PA to GM) officers of BSNL but nothing happened. please solve my problem at earliest as my sim will go inactive in next few days because of non recharge and please de-activate the 3G services from my mobile no. 94163-92161.
