REFUND OF VEHICLE TAX-MH02KA6991

The Case:
I had submitted an application on 06 February 2008 to the RTO Mumbai (West) for refund of proportionate life time tax paid by me in respect of Maruthi Van bearing registration No.MH O2 KA6991 as I had shifted the vehicle to Karnataka on my retirement from the Services of National Bank for Agriculture and Rural Development, Mumbai on 31 December 2007. The Life Time Tax was paid for the period from May 2001 to July 2012. I had again paid Life Time Tax of Rs.5280/- to Government of Karnataka covering the period from January 2008 to July 2012. Therefore, I had requested for refund of the proportionate Tax for unutilized period from January 2008 to July 2012. As per my estimation GoM will have to refund around Rs.3000/-.I have been pursuing with GoM at various level for getting the refund since last two years. The letters sent by me is given in the Annexre in chronological order. I have incurred Rs.287/- as expenditure on postage alone so far. Except my refund application which I had submitted in person, GoM has neither replied to nor acknowledged receipt of my letters. As a citizen of this democratic country, am I not entitled for suitable reply from GoM if not refund of the amount?
