Reliance Tele – termination and waive-off the bill

With respect to my previous complaint 78970 in core center website, i got a call from reliance and they mentioned that reliance will waive-off the bill as asked by me. But , they said the money will be adjusted only after connection starts working. In this regards, I would like to go for connection termination and i want my money refunded back for the service time i had already paid i.e. from November 8’th 2013 to Jan 26’th 2014.
