Standard Charted Bank – Non Delivery of Credit Card Statement and Misuse of CIBIL

I have had a standard chartered credit card (4129 0586 8748 7179) quite a while back (approx till Sept 2008). I have always paid due amount on time and in full. The issue which i have had was with the monthly statements which i didn’t get either as email or through postal mail. Yet since i always knew the due amount i would make the payment without fail or will call up customer care to inquire about the due amount. Between the period Aug-2007 till Aug-2008 I was in UK and have used my credit card on few occasions for online shopping. I used to pay the entire amount soon enough, as the card was only being used to facilitate online shopping. One one of the occasions since i didn’t recall the due amount i called up customer care and paid the due amount which was told to me. On my return to india, in september 2008, when i used my credit card it was found to be blocked. I called up customer care and was told that there was an overdue of approx Rs 3000 on my card. On further inquiry I was told that the initial amount due was around Rs 300. I informed customer care that i have made my last payment after calling up customer care and have not received any intimation (statement) either via email or postal mail. I told them that i deem the late payment charges and interest as unfair and that those charges should be waived off. I told customer care that i will make the payment of original due amount but not the interest and late payment charges and unless they are being waived off i would not be paying any dues. I was informed by customer care that the charges cannot be waived off to which i have contested that unless they are being waived off i will not pay the due amount. I explained them the reason I was not paying was because according to me bank should have clearly told me about the due amount which it has failed to do and hence shouldn’t charge excess payment to a customer who has always diligently paid all his dues. Coming to present time, recently my credit card application was declined and i got to know that in my CIBIL report there is a outstanding amount of Rs 15,000 against standard chartered credit card. When i inquired with standard chartered bank I was told this was a written off debt against the same credit which i have mentioned above. Now I contacted standard chartered recovery branch and was given some numbers to contact, who since then have been trying to make me pay Rs 15K or settle the dues by paying Rs 12K. I would like to state that the bank here has misused the CIBIL and is using as a tool to extract more money and by spoiling the credit history of the customer its akin to resorting to extortion. Why should i pay for standard chartered failing to provide me with the monthly statement of credit card give to me. By not pursuing Rs 300, standard chartered knew they have a way of extracting more than 5000% of the original due amount. I have posted a complaint earlier as well but have not received any response yet
