unnecessery deduction form my pre-paid accound

I have been requesting BSNL since last three months to deactivate my caller tunes but every time an amount equal to the charges of caller tunesfor a month have been deducted. This time on 4th July I complained to the customer care about this and asked my complaint number and again requested them to stop my caller tunes, and they assured me that the caller tunes will be stoped within 24 hours.
