Tata Docomo – amount not been credited no proper service

his is Santanu Kundu. I had paid Bill amount of Rs 449 for Tata Docomo Plus Data card using Paytm on 6th May 2014 using mu Credit Card – 4166461300814122.The same amount has been debited from credit Card but till today the amount has not been credited to Biller. As the due date for the payment was on 9th May so I had paid the same again directly to TATA Docomo account. I have written 2 to 3 email daily since that day but till now did not received any solution commitment. Please look into this and refund me the amount as dispute case. For Reference I have attaching the email which I sent to customer care of Paytm. Paytm Order Number- 221488496.

1.I want refund of the amount in my Bank Account. 2.The website should be strong enough that this type of harrasment should not happen to me or other again. 3. I want to amount refund and pay me money for the harrasement.
